Estimate of employee costs from a Special Education perspective: an analysis of municipal network of Curitiba

This abstract aims to identify and analyze the staff and the cost of non-teaching staff, here called employees, in municipal schools in Curitiba that offer specialized educational services – AEE and special schools. For this, the research was divided into 2 stages, the first being the identification of the staff of the schools and the second, the estimation of the cost of these employees. The research was carried out in schools that offer AEE and special schools (exclusive classes), using data from the School Census (INEP, 2020) and from the transparency portal of the municipality of Curitiba. Among the 81 schools observed, 67 schools have between 4 and 21 employees with different occupational groupings, being evident the inequality in the supply of employees, the cost and the deficit of some occupations. There are non-teaching staff in all schools. The unavailability of some data on expenses and the actual number of employees made the analysis complex, however, it was possible to estimate the average total cost of school employees in relation to the number of students, resulting in a cost of R$ 144.19 per school /month.
