Resources for São Paulo State Education: in the opposite direction of teacher appreciation

The goal of this article is to present an analysis of the resources allocated to education concerning the State Government of São Paulo between 2006 and 2013, as well as to link the observed dynamics of such resources with the staff policy developed by the respective Public Management, focused on the increasingly precariousness of the active teachers of the State schools network. Teachers’ payrolls were examined, and the budget execution data analysis was researched along the State Treasure Department and the Information System on Public Budgets in Education. The results evidence an intense reduction of resources for education, specifically directed to the payment of staff and charges. The rationalization of the payroll is based on an expansion policy in the number of temporary teachers, as they have a lower average remuneration than the permanent teachers.
