School choice program and privatization of education: State of the art 2015 - 2022

Abstract

This paper results by documentary research, State of the Art modality, which was built from the mapping of publications on school choice available in three databases: Web of Science (WoS); Catálogo de Teses e Dissertações da CAPES e Scielo.BR. The hypothesis is that the School Choice program is associated with liberal and neoliberal orientations and enhances the deregulation of access to compulsory education and privatization. The period corresponded to publications between 2015 and 2022. The analysis of documents identified: the primacy of empirical studies in the United States, in the case of WoS, and in Brazil, in the case of Brazilian databases; the prevalence of forms of privatization of the educational offer, with emphasis on parental choice in general, the existence of private schools for profit purposes, in addition to public subsidies to private providers. New forms of privatization of supply associated with open enrollment and digital schools were also identified as mechanisms to stimulate quasi-markets.
