Abstract

Because public policies for sport and leisure are present in our daily professional life, they draw our attention, especially through scientific research on inductive government programs fostered by the Union. Based on an approach centered on the City Sports and Leisure Program (PELC), the identified and analyzed the role played by social control organizations in implementing the work agreements signed between 2013 and 2017. For this, documentary research and a digital questionnaire were combined and applied in 105 municipalities. The data were analyzed descriptively and demonstrated the relevance of control and social participation mediated by democratic institutions such as City Councils. In the case of the PELC, the urgency of improving the performance of those agencies as a strategy to bring public action closer to social demands was evident.
