Between student permanence and institutional survival: a case study of the Federal University of Paraná budget (2014-2021)

Starting from the observation that the approval of constitutional amendment n. 95/2016 has caused successive contingencies and cuts in the federal institutions' budgets, this paper seeks to identify the repercussion of such policy on the budget of the Federal University of Paraná, between 2014 and 2021. For this, the resource was the compilation of both data from Union budget and the institution's budget data, with special attention on those related to the actions of student permanence. It is concluded that the amount allocated to institution presents a decrease disproportionate to the decrease verified in the revenue behavior and, in view of this, the institution has prioritized the allocation of discretionary resources in the maintenance of actions aimed at student permanence, to the detriment of investments in capital, for example. Finally, we ponder on the potential impacts of the approval of the permanent Fundeb and maintenance of fiscal austerity policies on the funding of the federal institutions.
