O artigo aponta omissões, inconsistências e erros na descrição da legislação educacional em documento governamental e textos de seus intérpretes e/ou compiladores e enfatiza a importância de os educadores consultarem as fontes primárias (a legislação) e não se basearem apenas em fontes secundárias (em tais documentos e textos de intérpretes). O documento e os textos examinados foram escolhidos em função da maior facilidade de acesso a eles e não pretendem ser exaustivos nem representativos. Porém, é bastante provável que outros documentos e textos também contenham falhas semelhantes, sobretudo porque o documento é governamental e os textos são de autores muito citados por outros textos.
