The New Fundeb and the Guarantee of the Right to Education of Manauara Children

After more than two decades of the insertion of Early Childhood Education and Care (ECEC) as the first stage of Basic Education, this article will discuss how compliance with the legislation on access and quality of care for children from zero to five years of age to public education has occurred, with a view to a preliminary analysis of the new Fundeb and the social quality of ECEC in Manaus. This is a documentary research, in which already available sources will be analyzed, demonstrating how Fundeb resources are used to guarantee or not the rights of children. The city of Manaus concentrates a significant child population, among them there are indigenous children, from different peoples that inhabit the Amazon, Venezuelan children, newcomers to the city, Haitian and riverside children. Do these children have their right to education guaranteed? Do Fundeb resources prioritize quality education and care for these populations? Such issues will be addressed in the course of the text, which seeks a first approach to understand how the city of Manaus, in this dramatic health, political, cultural and educational crisis, has directed public resources to ensure the fundamental rights of young children.
