Public broadcasting policies in a deliberative perspective: the social participation in the Deliberative Council of the Piratini Cultural Foundation

This article studies how the social participation on the boards of public broadcasters can contribute to the production of policies for the sector. It particularly investigates the Deliberative Council of the Piratini Cultural Foundation (RS, Brazil). The idea of public deliberation offers the analytical and methodological framework to examine the discursive features of the board. The analysis showed that establishing a participatory council deepened the accountability and the arguability of local policies for broadcasting. The capacity of decision-making of the council, however, was limited by the power of the state Government.Downloads
