The Portrait of Exclusion in Brazilian Universities: the limits of inclusion

Abstract

The article aims to present a panorama of the access of disabled people to higher education in Brazil. For decades, public policies have promoted and advocated in favour of inclusive educational practices, but, despite some improvements, the educational system still seems to struggle to accommodate disabled students. Data were drawn from the databases of The Brazilian Institute of Geography and Statistics (IBGE) and of the National Institute for Educational Studies and Research Anísio Teixeira (INEP). As evidence shows, governmental measures have prioritised the expansion of private organisations, while the representation of disabled students in Brazilian universities remains a scenario of exclusion.

Vinícius Neves de Cabral is a PhD student in Education at the Universidade Estadual de Londrina (UEL). He has experience in the area of Education and Special Education, investigating, mainly, the relations between Education, Culture and Human Formation, from the bases of historical materialism and cultural materialism.

Rosimeire Maria Orlando, Universidade Federal de São Carlos (UFSCAR), São Carlos/SP

Rosimeire Maria Orlando holds a PhD in School Education from UNESP (2005), coordinator of the Center for Studies and Research in the Right to Education - Special Education (UFSCar / São Carlos) and professor in the undergraduate course in Special Education and in the Graduate Program in Special Education at the Universidade Federal de São Carlos. Research focus on schooling people with disabilities from basic education to higher education, social rights of people with disabilities.

Silvia Márcia Ferreira Meletti, Universidade Estadual de Londrina (UEL), Londrina/PR

Silvia Márcia Ferreira Meletti holds a PhD in School Psychology and Human Development from USP (2006), professor at the Department of Education and the Graduate Program in Education at the Universidade Estadual de Londrina. Research Productivity Scholarship 2 CA-ED CNPq. He has experience in the areas of Education with an emphasis on Special Education, acting mainly on the following themes: special education, educational policy, school education and educational indicators.
