III NATIONAL PLAN OF POLICIES FOR WOMEN: TRAJECTORY OF A PRE-POLICY ON SPORTS AND LEISURE

This paper is the result of a network research that discusses the interface between gender and public policies for social inclusion in Brazil. It examines the III National Plan of Policies for Women with a focus on the chapter “Culture, Sport, Communication and Media”. It aims to understand how gender is operationalized in the governmental proposition for the theme of sport. As a methodological strategy, it operates based on cultural analysis. Among the analyses, we focused on two movements: one that allows debating a certain widening the presence of sport and leisure as a civil right and the contemporary emergencies of sports culture; and other that stresses actions related to equal use of spaces and equipments of sport and leisure and acknowledgment of sports professionalization for women with gender equality as a guiding principle.
