Comparing Policies in a Globalizing World: methodological reflections

Abstract

This paper explores the methodological challenges in comparing education policies in a globalizing world. It will be developed in the following ways. We begin with sketching out the contours of the changes that have taken place in the governance of education systems as a result of global processes and the challenges to presents us with regarding how we study, and compare, education policies. We do this by way of four ‘isms’ which we problematise as litmusses of global educational change. We then raise the question of comparison, and point to two conflicting ways that it can be used in studying education policy. In the final section of the paper we offer three (not exhaustive) methodological reflections – each with a different dimension through which to explore global education processes – time, space, and logics of governing in education policymaking.

Susan Robertson, University of Cambridge (CAM), Cambridge

Susan Robertson is Professor of Sociology of Education, University of Cambridge. Until recently, she was Professor at the University of Bristol, UK, and Director of the Centre for Globalisation, Education and Social Futures. She is founding co-editor of the journal, Globalisation, Societies and Education. She has written extensively on global and regional processes, with a particular interest in new state spaces, policy, higher education and the development of knowledge economies.

Roger Dale, University of Bristol (BRIS), Bristol

Roger Dale is Professor of Sociology of Education, University of Bristol, UK. Prior to this he held posts at the University of Auckland, New Zealand and at the Open University, UK. Roger is well known for his seminal work on the state and education, and more recently for contributions to theory on globalisation and governance.
