Neoliberal governmentality and the 2024 flood catastrophe in Rio Grande do Sul

In this article, we examine how the governmental rationality, which we call neoliberal governmentality, helped shape the context and responses to the climatic and humanitarian emergency caused by the 2024 floods in Rio Grande do Sul. Through the analysis of government actions and the debate on the prioritization of economic efficiency and individual accountability, we discuss the neoliberal production of the city and its effects on the vulnerability of affected populations. In this sense, we highlight the role of social movements in resisting this logic, as in the case of Quilombo Areal da Baronesa and the residents of Rua Alberto Torres, which exemplify the struggle for the right to the city. The confrontation with the neoliberal management of suffering, state negligence and the commodification of essential services by community organization and the claim of the right to the city emerge as necessary forms of resistance to the reinvention of urban space in the face of climate change.
