Approximation of procedural law and criminal material to the administrative judicial system as a hypothesis to the obscurity between the two legal areas

The present article summarizes the obscurity that hovers the judicial penal system and the sanctioning administrative system, with all the possible effects produced. Will be shown explicit explanations for this situation and in the end, will be offered hypothetical solutions for the problem, which approaches the processual law and the penal material in the administrative route.
