Agenda Setting was founded as a hypothesis in the 1970’s and ever since has been subject of hundreds of researches worldwide about the relationship between media and its public. It also has been pointed as one of the most quoted theories in Communication Research (FORMIGA, 2006). Given its relevance in this scenario, we aim to analyze the reasons for, four decades later, Agenda Setting still being called a hypothesis. Can its status now be raised to a theory? To endeavor this epistemological debate, we investigate the trajectory of the model based, mainly, on the researches of one of its founding fathers, Maxwell McCombs, to then discuss our research object, anchored in the scientific production model of the epistemologist Imre Lakatos. From the concepts of hard core and protective belt, we believe that the model of Agenda Setting has achieved the status of theory, being composed by a consistent corpus of research tradition, despite its dispersion.Downloads
