The urban sprawl of recent decades, with inadequate occupation of hillsides, has significantly increased the risk of disasters in Brazilian municipalities. The difficulty of planning these areas is reflected in urban and environmental licensing procedures, so risk mapping and legislation must reflect a responsible occupation of the territory. Because of scientific uncertainties surrounding the subject, the work searches laws, norms, plans, maps and technical manuals used in the Municipality of Nova Friburgo (RJ), to attend the obligations of Law 12.608/2012 and the principle of disaster prevention.The aim of the study ispromote an observation of the analysis instruments concerning the approval of urban developments in areas susceptible to the occurrence of mass movements in a municipality in the mountainous region of Rio de Janeiro, based on the technical framework and legislation in force. As a result, the basic needs to comply the legislation like, the improvement of geotechnical mapping and administrative procedures. The work's contribution is the organization of technical and legal data to support the development of new analysis parameters and recommendations for decision-making on land use.
