Communication, technology and interactivity: public consultation on the Brazilian Electronic Government Program

The demand for transparency in the public sphere with emphasis in mechanisms for shared management comes from several local and international actors, embedded in processes of democracy. In Brazil, the 1988 Constitution and subsequent laws stipulate that the State provide information to the citizens and encourage their participation in public issues. The implementation of legal achievements took on new dimensions with the possibilities offered by digital technology, arises the demand for knowledge of tools of publicization and interaction within the Public Communication. This research consists in analysis about the public consultation of the Brazilian Electronic Government Program, based on reflections about the artifacts and interactivity for digital democracy, with base in the latourian concept of translation. Important mechanisms of interactivity were found in the analyzed consultations. However, it is insufficient to guarantee the right to inclusion and participation in decision-making spheres for the formulation of public policies.Downloads
