ABOUT THE JOURNAL

Brief History

The Electronic Journal of Administration (REAd) of the Federal University of Rio Grande do Sul (UFRGS) emerged with the advent of the Internet in the academic world, in the context of the intensification of the globalization process. It was the first academic journal in a fully electronic format in the area in Latin America. The emergence of REAd coincided with the creation of the Department of Administrative Sciences at UFRGS, since until then the area of ​​Administration belonged to the School of Economic and Administrative Sciences. The first issue of REAd was launched in September-October 1995, already featuring exchanges between international and Brazilian researchers. The periodicity remained bimonthly until 2007, becoming quarterly from then on, with issues from January to April, May to August and September to December. REAd has been indexed in the SciELO collection since 2011. Starting in January 2025, marking its thirtieth anniversary, the journal will enter the continuous publication mode.

 

Open Access

 

The model below is recommended by DOAJ:

“This journal follows the Open Access model, allowing virtual access, without restriction (including financial restrictions), to all scientific texts published by the journal.

Open access is the condition in which the copyright holder of an academic work grants usage rights to third parties using an open license (Creative Commons Attribution, CC-BY), allowing immediate free access to the work and authorizing any user to read, download, copy, distribute, print, search or link to the full texts of the articles, crawl them for indexing, pass them as data to software or use them for any other lawful purpose.”

 

Open Science Compliance

 

REAd does not charge article submission or processing fees. Although manuscripts submitted to REAd must not contain the identification of the respective authors, according to the blind peer review system, editors can promote the opening of data and dialogue between evaluators and authors when there is a deliberate demand from the parties. REAd accepts to evaluate deposited manuscripts and known preprint servers. Requires citation, referencing and declaration of research data, as well as information about the contribution of each author from conception to publication of the article (CRedIT taxonomy). The dissemination of content published in REAd, as well as relevant information regarding changes promoted by the journal, is carried out on the magazine's own website (portuguese only), and on the social networks of the UFRGS School of Administration, such as Facebook (portuguese only), Instagram (portuguese only), and LinkedIn (portuguese only) and on the editors' social networks.

Publication Ethics

REAd follows the principles of Open Science and publishing ethics through its editorial policy. Therefore, authors should visit the Committee on Publication Ethics (COPE) website, which contains information for authors and editors about research ethics. Furthermore, REAd is a signatory to the San Francisco Declaration on Research Assessment (DORA) and meets the Criteria, policies and procedures for the admission and retention of scientific journals in the SciELO Brasil Collection. Manuscripts received are evaluated in desk-review by the editors, who check the compliance of the material submitted with the principles of Open Science and ethics and good practices in publications before deciding whether to accept the material for evaluation or reject it.

 

Focus and Scope

REAd publishes essays and theoretical-empirical works from different areas of Administration, in Portuguese, Spanish and English. It welcomes works from different onto-epistemological aspects, with high theoretical consistency and methodological rigor. Only accepts original articles (not submitted to other journals), empirical research, theoretical review and essays. Works that are restricted to the application of management models and technologies are not accepted. Contributions submitted for evaluation must be unpublished and must not be under consideration in another journal. In addition to research articles, review articles and theoretical essays, the types of publication specified in the Instructions to Authors section are accepted.

This journal follows the standards defined in the SciELO Program's Digital Preservation Policy program.

EDITORIAL POLICY

 

Preprints

REAd also accepts publication in preprints to encourage collaboration and inhibit blind review processes, which are in line with the ideas of open science. The use of preprints is an option of the authors. The following are considered: Preprints, SciELO Preprints, EmeRI and Zenodo. Other preprint repositories are evaluated by editors.

Peer review process

 

Each article submitted to REAd is first evaluated by one of the editors in the desk-review process. Once accepted at this stage, it is forwarded for evaluation by at least two reviewers in a peer-blind-review system, through the Open Journal System (OJS). The deadline given to evaluators for accepting the evaluation invitation is one week, and the deadline for evaluating the manuscript is up to four weeks. New evaluators are appointed if there is no response, the evaluator declines the evaluation, or there is a delay within the established deadline. After the evaluation, the evaluators' opinions are made available to the authors. If there is no rejection at this stage, a deadline is set for the corresponding author to submit a new version of the manuscript (if this is the decision of at least one reviewer) or minor corrections are requested (if the manuscript is accepted by both reviewers). Upon receipt of the new version of the manuscript, the editor checks for minor corrections and then proceeds to editing; if major corrections are made, the review proceeds to a new round, successively, until a decision is made to accept or reject the article. Data disclosure occurs at three levels. The first is the publication, at the end of the article, of the name of the editor who oversaw the submission and review processes of each article. The second is the option for authors and reviewers to dialogue during the review process. The third is the possibility for reviewers to disclose their opinions, if they consent. Before submitting, authors must complete and submit the Open Science Compliance Form.

 

Open Data

The Open Science movement adopts criteria for the practice of collaborative, public and shared science. In line with this movement, REAd follows a series of practices, such as: the Open Access Declaration, the SciELO Guide to Good Editorial Practices for editors, and the use of social networks (portuguese only) for the dissemination of published works, as well as the precise indication of the role of each author in articles with multiple authorship, according to the CRediT taxonomy (Contributors Role Taxonomy).

In addition, REAd encourages the sharing and provision of content related to the preparation of research and the results obtained, such as analysis databases, collection of data instruments, computer program codes used in statistical analyses and other additional materials, which can be made available in online repositories (see Editorial Policy section).

Authors of approved articles must complete an Open Science Compliance Statement to ensure transparency of this information.

REAd also provides authors and reviewers with the option to open the peer review process, with or without identifying the names of the parties involved. Authorization to disclose names can be given to authors of articles during submission or subsequently, if approved, with the Open Science Compliance Statement. Reviewers can also choose whether or not to open their review by selecting options contained in their review forms through the OJS system.

In order to meet transparency and traceability criteria, REAd adopts an open data policy that follows several possibilities. First, the submission, resubmission (if applicable) and acceptance dates of each article are informed. Second, the names of the editors who reviewed each article are published. In addition, the names of the reviewers and the content of their respective reviews may be published, provided they have consented. Finally, authors are allowed to use preprints exclusively for articles, encouraging collaboration. Authors may use the SciELO preprints, Zenodo, OSF, Emeri and Fishgare repositories. For other types of data, authors may use SciELO Data.

 

Fees

 

No fees are charged for publication, article processing or any other fees.

 

Ethics and Misconduct Policy, Errata and Retraction

 

REAd does not accept articles that do not follow the journal's publication standards. Plagiarism, self-plagiarism and unethical behavior are always prohibited. In this sense, REAd follows the principles of the Committee on Publication Ethics (COPE) with its due flows. Errata and retractions are accepted whenever there are mistakes or whenever misconduct is detected. If there is a need for an errata, the Guide to recording, marking and publishing Correction (portuguese only) can be used and if there is a need for a retraction, and if there is a need for retraction, the  Guide for registering, marking and publishing a retraction (portuguese only).

 

Conflict of Interests Policy

 

Conflicts of interest of a personal, commercial, political, academic or financial nature may exist. They must be communicated by the authors or by any party involved in the editorial process. Editors are required to avoid deciding on manuscripts that are at odds with their own interests, or on manuscripts submitted by researchers from the department and/or institution to which they are affiliated, or in which they have participated in a research project or have had any collaboration. Manuscripts prepared or submitted by READ editors will not be published. Reviewers must also consider any type of conflict of interest before evaluating the article for which they have been requested to review. It is important for authors, editors, reviewers and readers to carefully read and comply with the procedures on conflict of interest issues.

 

Adoption od similarity checking software

 

REAd uses Turnitin software, provided by UFRGS, to check the similarity of manuscripts in the desk-review stages and in subsequent submission rounds, if the manuscript is accepted. In order to ensure academic integrity and prevent plagiarism, manuscripts submitted and accepted in the first selection by the editor are checked and only proceed to the peer review process if the similarity level is below 30%.

 

Adoption of software using Artificial Intelligence resources

 

REAd accepts the use of Artificial Intelligence tools in the activities of authors, reviewers and editors, as long as ethical criteria for scientific publication are observed. The use of AI must be express. Authors must inform the sources of the materials used in the research and writing of the article or essay. They must avoid not attributing the reference sources when using AI. Editors and reviewers must not submit the manuscript to services that violate the identity of the content of the material, although they may use AI to speed up their work, following ethical principles. Chatbots cannot be authors, reviewers or editors. It is recommended to follow the  Guide to the Use of Artificial Intelligence Tools and Resources in Research Communication on the SciELO Network.

 

Sex and Gender Issues

The editorial team of REAd, as well as the authors who publish in the journal, must always follow the guidelines on Sex and Gender Equity in Research. Sex and Gender Equity in Research (SAGE) comprises a set of guidelines that guide the reporting of information about sex and gender in study design, data analysis and results, and interpretation of findings. In addition, REAd observes the gender equity policy in the formation of its editorial board.

 

Ethics Committee

When submitting their work, authors must attach a statement of approval from the ethics committee of the institution responsible for approving the research.

Copyright

REAd follows the SciELO Brazil Criteria regarding its copyright policy. Authors who have their work published by REAd retain the copyright of their work, licensing it under the Creative Commons Attribution CC BY 4.0 license, “which allows articles to be reused and distributed without restriction, as long as the original work is correctly cited, and the authors grant the journal/periodical the right of first publication.”

Intellectual Property and Terms of Use

  • Website Responsibility:

The copyright terms applied to the content published on REAd are clearly stated and separate from the copyright terms applied to the website, as per DOAJ guidelines.

 Author Responsibility:

 Authors are responsible for the content they author and publish in REAd. Copyright terms must not contradict the licensing terms or the terms of the open access policy. “All rights reserved” is never appropriate for open access content.

All journal content and articles published by REAd, except where otherwise specified, are licensed under the Creative Commons Attribution CC BY 4.0 license.

Authors of articles published by REAd retain copyright of their work by licensing them under the Creative Commons Attribution CC BY 4.0 license, which allows articles to be reused and distributed without restriction, as long as the original work is properly cited.

REAd encourages authors to self-archive their accepted manuscripts by publishing them on personal blogs, institutional repositories, and academic social media, as well as by posting them on their personal social media, as long as the full citation to the journal website version is included.

INSTRUCTIONS FOR AUTHORS

 

Authors are advised to carefully read the following instructions before submitting their articles.

Types of accepted documents 

  • Research articles
  • Review articles
  • Theoretical essays
  • Critical reviews of books available in print or online. Reviews should not exceed eight (8) pages.
  • If the review article refers to a set of works linked by a common theme, it may reach a maximum of 20 pages;
  • Language: Portuguese, Spanish or English (manuscript).
  • All articles must have titles and keywords translated into two languages ​​other than the language of the main manuscript, with manuscripts in Portuguese, Spanish and English being accepted.
  • Preprints deposited in well-known repositories, such as SciELO Preprints, are accepted.
  • All articles submitted and approved by desk review are peer-reviewed using the double-blind review system, with the possibility of making the opinions of the reviewers public, if they consent.
  • All articles approved for publication receive a Digital Object Identifier (DOI), which is a unique identification link for the article, composed of the journal's ISSN data, submission numbering data, and REAd-specific sequencing data.
  • All articles approved for publication receive a link to the CC-BY license.

 

Authors' Contributions

 The CREDiT taxonomy is being implemented.

Authors must report authorship of the following contributions to the article: conceptualization/design, investigation, methodology, formal analysis, validation, visualization, project management, original writing, review, editing, supervision, software used, data curation, information on resources and funding.

 

Article Submission Format

 Title in Portuguese, Spanish and English

  • Abstract in Portuguese, Spanish and English
  • Keywords in Portuguese, Spanish and English
  • Articles must follow the template (portuguese only) provided, without changing the order of the elements arranged in the template (titles, abstracts, keywords) and without changing the spacing and page layout. There should be no identification of the authors in the manuscript.
  • Metadata must be submitted on a separate cover page from the main manuscript. The following metadata for all authors is mandatory on the cover page:

◦ full name and affiliation (University, Department, campus, city, state, country); ◦ ORCID of the authors (with link);

◦ Lattes of the authors (with link);

◦ e-mail;

◦ language of the article;

◦ length of the manuscript (consider 1.5 cm spacing between lines);

◦ statement informing that the research was approved by an institutional ethics committee;

◦ contribution of each author to the manuscript, according to CrediT;

◦ information on research funding;

 acknowledgements.

Manuscript Preparation

Articles must be prepared according to the  template indicated in the Template for Authors section. Metadata must be sent separately, according to the cover page  model.

The text of the manuscript must comply with the following criteria: be in Times New Roman font, size 12; line spacing of 1.5 cm with justified paragraphs; A4 size sheets, with 2 cm bottom and right margins and 3 cm left and top margins, without page numbers. The abstract must contain a maximum of 200 words and provide information on: research object, method and procedures, justification, relevance, most important findings of the study and recommendations for future research. The number of key words or expressions must be 3 to 5, separated by periods, in the three languages ​​in which REAd accepts submissions (Portuguese, Spanish and English).

 

The submission  template indicates the order of the elements. The manuscript (research article, review article or theoretical essay) must not exceed the limit of 30 pages. It is recommended to avoid footnotes.

 

Compliance and originality

 

As part of the submission process, authors are required to verify that their submission complies with all required items. Submissions that do not comply with the rules will be rejected and the authors will be informed.

Submitted contributions must be original and original, in accordance with REAd's editorial policy. They must not be under evaluation in another national or international publication. A maximum of 4 (four) authors per manuscript are permitted.

 

Equity policy in publication and combating concentration/endogeny

 

The work of authors or co-authors from the same institution and the same location will be published if the number of works published in a year with authors and co-authors in these conditions does not exceed 20% of the total, so as not to constitute concentration.

The work with authors or co-authors from the REAd Editorial Board and the Federal University of Rio Grande do Sul will only be published if the number of works published in a year with authors and co-authors in these conditions does not exceed 20% of the total. There may be no authorship or co-authorship by members of the executive editorial team.

Authors or co-authors with articles in the evaluation process may only submit another work after 12 months from the date of the last submission.

Cases not covered by these rules will be resolved by the REAd Editorial Board.

Digital Assets

 Figures must be inserted in the body of the text and also sent in separate files, in JPG, in resolutions of 300 dpi for images (photos and similar); 900 dpi for drawings (charts, graphs, diagrams or other types of illustration made in a drawing tool). As figuras devem ser inseridas no corpo do texto e também enviadas em arquivos separados, em JPG, nas resoluções 300 dpi para imagens (fotos e afins); 900dpi para desenhos (quadros, gráficos, esquemas ou outro tipo de ilustração feito em ferramenta de desenho).

Citations and References

Citations, bibliographic references, and tables must follow the recommendations of the American Psychological Association (APA). They do not need to be included in separate files; they must simply be inserted in the text, open for editing. All references must contain a DOI (active link) or URL (active). The quality of the citations used in the manuscript will be considered in the desk-review by the responsible editor, verifying the traceability of the references.

For example, for articles with up to five authors, cite all five authors in the text.

According to Marcelino, Gonçalves, Hamerski, and Moraes (2022), inclusion policies constitute a challenge to public management practices.

Or:
