Abstract

There is a debate on the contemporary Political Science that cultural values are important elements in the analysis of the political process. The debate is enhanced once recognized that, besides the institutions, the cultural aspects contribute to the strength of the democratic system. This article aims at evaluating the quality of the democracy based on the local power studies, verifying the indicators of reliance and political participation in the construction of a democratic political culture. The results of this research demonstrated that the skepticism and the citizens’ withdrawal from the political sphere compromise attitudes and behaviors favorable to democracy.
