Uma análise de conteúdo automatizada sobre a democracia nas resoluções da ONU

Resumo

A recondução da ordem multipolar e liberal dos anos 90 permitiu que organismos internacionais, como o sistema ONU, promovessem exercícios internacionais de ajuda humanitária e de contenção da violência para a promoção da paz em países atingidos por guerras civis. A via democrática apresenta o principal modelo de reconciliação das partes de um conflito, entre membros incumbentes do governo e grupos políticos rivais ou considerados rebeldes. Entretanto, a democracia ainda ocupa um espaço embrionário nos paradigmas de construção da paz. Dessa forma, o presente artigo propõe-se a responder: qual é o tratamento dado pela Assembleia Geral e o Conselho de Segurança a respeito do tema da democracia a partir das resoluções produzidas entre 1991 e 2021? Foi realizada a Análise de Conteúdo das resoluções da ONU acerca do tema da democracia, com vista a identificar os principais termos e correlações temáticas presentes no corpus através do uso da técnica de Classificação Hierárquica Descendente (CHD) presente no software Iramuteq. Concluiu-se que a ONU apresenta diversificação normativa profusa e o aumento de termos relacionados a governança híbrida como “local”, “pluralism” e “civil society”. Em adição, a palavra “democracy” demonstrou alta frequência, mas parca co-ocorrência com as classes de palavras geradas.
