GOBERNANZA, LEGITIMIDAD Y MISIONES DE PAZ
UN ANÁLISIS DE CONTENIDO AUTOMATIZADO SOBRE LA DEMOCRACIA EN LAS RESOLUCIONES DE LA ONU.

La recuperación del orden multipolar y liberal en la década de 1990 permitió a las organizaciones internacionales, como el sistema de la ONU, promover la ayuda humanitaria internacional y ejercicios de contención de la violencia para fomentar la paz en los países afectados por guerras civiles. La vía democrática se presenta como el principal modelo para reconciliar a las partes en conflicto, entre los miembros del gobierno en ejercicio y los grupos políticos rivales o considerados rebeldes. Sin embargo, la democracia sigue ocupando un espacio embrionario en los paradigmas de consolidación de la paz. Por tanto, este trabajo se propone responder la pregunta: ¿cuál es el tratamiento dado por la Asamblea General y el Consejo de Seguridad a la cuestión de la democracia a partir de las resoluciones elaboradas entre 1991 y 2021? Las resoluciones de ONU sobre el tema de la democracia fueron estudiadas y analizadas con el objetivo de identificar los principales términos y correlaciones temáticas presentes en el corpus utilizando la técnica de Clasificación Jerárquica Descendente (DHC) en software Iramuteq. Se concluyó que la ONU presenta una profusa diversificación normativa y un aumento de los términos relacionados con la gobernanza híbrida, como «local», «pluralismo» y «sociedad civil».
