História e memória da educação: a organização do sistema escolar em Uberabinha, MG, no final do século XIX

No final do século XIX, Uberabinha (hoje Uberlândia, MG) é promovida a município. Trabalho desafiador colocava-se para a edilidade: transformar uma vila em cidade e lançar as bases para o desenvolvimento material e espiritual da população. Tarefa que acompanhamos através dos debates que ocorrem na Câmara Municipal, envolvendo temáticas relacionadas a urbanização, administração pública, educação e organização social. Minas Gerais, acreditando no potencial transformador da educação, promove, já em 1892, uma reforma na instrução pública. E outras mais lhe sucedem, até 1906, quando se implementa o sistema de grupos escolares. Em Uberabinha, semelhante debate se coloca, inclusive com a publicação de uma lei municipal para a instrução pública anterior em alguns meses à citada reforma estadual de 1892. Entre 1892 e 1905 diversas peças legislativas são produzidas pela Câmara Municipal,referentes ao regulamento das escolas municipais, ao ensino noturno, à extensão do direito da educação secundária aos alunos pobres, ao ensino rural, etc. Apesar da condição interiorana e das dificuldades de comunicação, a Câmara Municipal demonstra atualidade em relação à discussão sobre educação que ocorria nos grandes centros do País, acreditando em sua capacidade redentora.

Abstract
In the end of the XIX Century, Uberabinha (today) Uberlândia, MG) became a municipality. Defying work presented to edile ship: transforming a village in a city and to lay the foundation to material and spiritual population development. We attended such a task through the debates occurred at the Common Council, which involved subjects related to urbanization, public management, education and social organization. Minas Gerais Province, having faith on the transforming potential of education, promotes a public instruction reform, yet in 1892. Other reforms followed it, until 1906, when the elementary schools system was established. In Uberabinha, similar debate occurred, inclusively with the publication of a municipal Law for public instruction, some months before the above cited 1892 Provincial Reforms. Between 1892 and 1905 the common Council produced many legislative documents related to Municipal Schools regulation, to nights courses, to high education right extension to poor students, to rural teaching, etc. Despite inland condition and communication difficulties, the common Council showed to be updating relatively education debates that occurred in big centers of the country, believing in its redeeming capacity.
