Abstract

The paper wants to show the level of relations Paraguay-Brazil after the rise of Fernando Lugo to the paraguayan presidency. Emphasis is given to electrical energy (Itaipu), to brasiguaios and to cross-border trafficking. The commitment of these governments to deepening cooperation exist although the asymmetries between the countries.
