The Brazilian presidency of BRICS and the rhetorical consensus on the reform of the United Nations Security Council

This research examines Brazil’s role during the BRICS presidency in 2025, focusing on the agenda related to the reform of the United Nations Security Council (UNSC). The objective is to analyze how the Brazilian presidency articulated the debate on the transformation of the UNSC. The study adopts both qualitative and quantitative approaches, based on documentary analysis and content analysis of BRICS joint declarations between 2009 and 2025, as well as news reports and official documents made available on the website of the Brazilian presidency of the grouping. The main sources used were the conceptual note of the Brazilian presidency and the Rio de Janeiro Declaration of the 17th BRICS Summit. The results indicate that Brazil strategically incorporated the issue of Security Council reform into its presidency, expanding the discursive centrality of the topic within BRICS and strengthening the consensus around the need to transform global governance. However, the findings also show that progress remained predominantly at the rhetorical level, given the divergences among member states regarding the contours of the reform.
