Applying the Sociology of Public Action to the Uses and Rationalities of the Child Labor Eradication Program (PETI)

This article seeks to understand the configuration of the Program on the Elimination of Child Labor (PETI) drawing on the analytical model proposed by the Public Action Instruments approach. A document analysis was carried out, taking the trajectory of normative acts as a way of identifying the uses and objectives of public action. The selection of documents followed two guidelines: the first, the trajectory of PETI itself, analyzed from its regency documents; the second, the connections of PETI with its broader system of regulation, that is, the Brazilian Social Assistance, observing, also, the documents produced at the federal sphere. The uses of the program show that its instrumental aspect led it to assume roles that, over time, generated different opportunities for actors and structured their lines of action variably. The program initially proved to be an instrument at the service of SUAS’ management, before converging, after the redesign, towards the search for a new role in the action to eliminate child labor, especially through mobilizing meanings intended to fill gaps in the SUAS.
