HUMAN RESOURCES MOTIVATION IN THE PUBLIC SERVICE A Case Study under two Theoretical Angles

This article presents a study on satisfaction and motivation of employees in a federal public organization. The study emphasizes the different satisfaction levels concerning basic human needs and hygienic and motivating factors, as well as their influence on work motivation, and concludes with the need for change in the way of managing the organization. Analyzing the satisfaction/dissatisfaction indicators, obtained through specific research based on quantitative methodology, the study adopts two lines of interpretation: one founded on Marlow’s theory of needs and the other on Herzberg’s motivation-hygiene theory, so as to achieve a broader understanding with respect to the influence of satisfaction levels on employees’ work motivation and, as a consequence, to make it possible the reduction of error risk in establishing priorities for managerial actions towards the improvement of organizational management and human resources.
