Financialisation and assetization on and of mandatory education: an analysis of the literature in international publications

Abstract

This article aims to systematize the treatment afforded by contemporary international and national literature to the processes of financialization and assetization within the education sector. Financialization is conceptualized as a novel pattern of accumulation, primarily characterized by pursuing capital profitability through adopting financial mechanisms to achieve future capital gains (Kippner, 2005), a perspective now extended to the educational realm. To elucidate the current landscape of scientific production, this study analyzed 57 articles published between 2015 and 2023, sourced from the Scopus and Web of Science databases. Focusing on basic education, bibliometric data were processed using VOSviewer software, with a comparative analysis against the findings of Palludeto and Felipini (2019). The qualitative analysis considered the nature and methodology employed, the empirical fields examined, the theoretical frameworks utilized, and the authors' stances. The findings indicate that this is an emerging research field characterized by thematic diversity. Most studies examine the phenomena primarily as manifestations of "financialization" rather than "assetization." Additionally, there is a notable concentration of publications by authors affiliated with institutions in core capitalist countries. The study concludes that 82% of the research adopts qualitative and essayistic approaches, predominantly employing exploratory methodologies. Significantly, 81% of the authors assume a critical perspective on the processes under examination, challenging the status quo and pushing the boundaries of knowledge in this field.

Theresa Adrião obtained a degree in Pedagogy, a master's, and a doctorate from the School of Education at USP. She coordinates the Study and Research Group on Educational Policies (GREPPE/UNICAMP) and the Latin American and African Network of Researchers on Privatization of Education (RELAAPE/https://www.rede.fe.unicamp.br/pt-br). From 2009 to 2019, she served as a tenured professor at the School of Education at Unicamp, and since 2019, she has been a professor at the institution's Postgraduate Program in Education. She has been a PQ/CNPq scholarship holder from 2010 to 2017 and from 2020 to the present. Additionally, she was a Visiting Professor at UNEMAT from 2020 to 2022 and has been at UFBA since August 2022. Theresa has also contributed as a reviewer for various journals and funding agencies such as Fapesp and CNPq. She has been a member of the Board of Directors of CEDES since 2022 and Fineduca since 2021. Moreover, she has served as an Associate Editor of the Journal of Education and Society from 2018 to 2020 and is currently an Associate Editor of the Fineduca Journal. Theresa is also a member of the Board of the Latin American Campaign for the Right to Education - CLADE and holds a PQ.1D scholarship.

José Quibao holds a degree in Literature from the University of São Paulo and completed his master's and doctorate in Education at the same university. He has experience as a Portuguese language teacher in public and private schools and a lecturer in undergraduate courses in Pedagogy and Teaching Degrees. In addition to his academic achievements, he pursued further studies abroad, earning a master's degree from the Department of Education at the University of Oxford and serving as a Visiting Researcher at the Institute of Education at University College London (UCL). His research primarily focuses on education financing, the privatisation of basic Education, and teachers' working conditions in both public and private sectors. Currently, he is a post-doctoral researcher at the Faculty of Education at Unicamp, under the supervision of Prof. Dr. Theresa Adrião. He also holds the position of Lecturer in the same institution. Furthermore, he is an associate researcher and a member of the Study and Research Group on Educational Policy (GREPPE/UNICAMP) and the Latin American and African Network of Researchers on the Privatization of Education (RELAAPE/https://www.rede.fe.unicamp.br/pt-br).

Andrey completed his Pedagogy degree at Unicamp in 2021 and has been an active member of the Study and Research Group on Educational Policies (Greppe - UNICAMP) since 2017. Currently pursuing a Master's degree in the Postgraduate Program in Education at the same university, under the supervision of Prof. Dr. Theresa Adrião, he is engaged in advanced studies on the privatisation of basic Education. His research interests include educational policy and quantitative research methodologies in Education, focusing on the privatisation of basic Education, education financing, and the right to Education.
