Abstract

The purpose of this paper is to observe how the relationship between teacher education and the quality of elementary education has been historically constituted. This effort aims at understanding the new proposals for teacher education, at the University levei, specially the perspectives to students that major in Pedagogy, taking into account the
law 3.276/99. This law transfers the responsability for the formation of pre-school and elementary teachers from Universities to College-Ievel Normal Schools.
