Contribuições à história das relações estado/educação escolar: o período de 1937 à 1946

O estudo objetiva apontar alguns traços do ideário educacional proclamado pelo Estado no período de 1937-1946, governo Getúlio Vargas. São destacadas: concepção dominante de educação; relações vida/estado; competência de educar; o processo da educação; papel da escola; métodos pedagógicos; problemas e soluções educacionais; a posição da ABE no novo contexto. Foram priorizadas como fontes todos os números da Revista Cultura Política,publicação do DIP (Departamento de Investigação e Propaganda do governo Vargas), Revista brasileira de Estudos Pedagógicos, publicada pelo MES(Ministério da Educação e Saúde),através do INEP, discursos presidenciais e ministeriais referentes à questão educacional, anais da ABE (Associação Brasileira de Educação), além da legislação considerada relevante na perspectiva da política e gestão do ensino nos seus diferentes níveis e ramos promulgada nos anos do Estado Novo. Observa-se que o período é marcado por um reordenamento do sistema escolar e seu ideário aos novos tempos econômicos e políticos.

Abstract
This paper studies some traits of the educational policy adopted by the State, during the Vargas government, from 1937 to 1946. The main traits are: the prevailing conception of education, life-state relationships, educational competency, educational process, the role of school, pedagogical methods, educational issues and solutions, and the Brazilian Association of Education response to the new political context, among others. The source for this study has been: all the issues of journals Revista Cultura Política, published by the DIP (Department of Investigation and Publicity), Revista Brasileira de Estudos Pedagógicos, published by the MES (Ministry of Education and Health), supported by INEP; speeches about education addressed by the president and ministries; the proceedings of the Brazilian Association of Education as well as the legislation on education made public during the Estado-Novo, considered to have reorganized the Brazilian school system and its educational policies according to the new economic and political scenery.
