Urban policy tools and access to urban land in Diadema: the case of AEIS

The Social Interest Special Areas (AEIS) were established in the town of Diadema, in the Metropolitan Region of São Paulo, by the approval of the new urban master plan in 1994. The areas used for regularizing land ownership were marked as AEIS-2, which included all existing slums, independently of their location or land ownership situation. The AEIS-1 were established for privately owned vacant areas. The application of AEIS-1 stood out as one of the first urban policy instruments to mark privately owned vacant land, forcing them to comply with their social role, which is to be used for the production of social interest housing. Eighty percent of the AEIS-1 was effectively used for producing social interest housing, reducing the reproduction of the informal city in Diadema. This paper presents an assessment of the AEIS-1, carried out by the National Network of Assessment and Dissemination of Alternative Initiatives in Social Housing.Downloads
