Social and Cultural Aspects of Community Telecentres: the case of Telecentre Chico Mendes

Abstract

This study approaches the impacts of community telecentres by means of case study. Its objective was to identify the impact of the Telecentre Chico Mendes in the lives of two users, from their own perspective. It employed a quanti-qualitative methodology to derive a users´ profile and perceptions of impact. As regards to users´ profile, results show that the average user is between 18 and 19 years-old, has a low educational level, and started using the telecentre in the second semester of 2003. In addition, 84% use de telecentre at least once a week and 32% have never had contact with computers. With respect to perceptions of impact, the results indicate an effective use of ICTs in different aspects of their lives, better chances of employment, increase in self-esteem, family support, development of social relationships, professional growth, occupation of free time, access to services, and integration of ICTs in the community life. It concludes that the Telecentre is of great importance to the users studied, promoting digital inclusion and stimulating social relationships. The low educational level of the community and teaching/learning deficiencies are obstacles to people interacting with ICTs.
