Africa, Health and Brazilian Foreign Policy between 2002 and 2024

The article analyzes variations in Brazil’s health diplomacy with African countries between 2002 and 2024, identifying conjunctural, political, and institutional determinants of its expansion, contraction, and possible institutionalization. Divided into three phases – emergence and expansion (2003-2010), decline and fragmentation (2011-2022), and recovery/reconfiguration (2023-2024) – the study shows that the priority given to health in foreign policy depended on international perceptions of the issue, domestic political conjunctures, and the capacity and agency of national institutions, especially Fiocruz, to engage with partners and develop projects. The first phase emphasized South-South cooperation and structuring initiatives; the second revealed discontinuity and resource reductions; the third points to a recovery driven by government interest, the pandemic, and closer ties with the African Union. It is concluded that health diplomacy results from the interaction between international conjuncture, domestic political decisions, and institutional capacities, and that the institutionalization of cooperation is a condition for its durability. The study recommends attention to these vectors in the recovery phase and calls for future research on health diplomacy under the Lula III administration.
