Abstract

This article presents different theoretical perspectives of International Relations and their different proposals for peacebuilding. The main objective of this research is to observe the performance of the UN through the United Nations Stabilization Mission in the Democratic Republic of Congo (MONUSCO) from a post-colonial perspective, in order to understand how the liberal concept of peacebuilding that guides the institution is related to the lack of agency and local participation in this intervention. The methodology used was qualitative and exploratory bibliographical research. Postcolonial theory was mobilized in order to highlight the common historical epistemology present in liberal theory and in the cosmopolitan ideas of Critical Theory, shedding light on its proposals and limitations and seeking to analyze how their efforts to impose a supposed universalist character of European and Western values ​​resulted in a top-down format of thought and execution of humanitarian actions, where the local agency for building peace and resolving conflicts in territories non-Westerns are marginalized, and the ability of local peoples to articulate themselves as agents of change in their own reality is subjugated by the methods of large foreign international organizations.

Doutora em Relações Internacionais (UERJ), com período "sanduíche" (financiado pelo Programa PDSE/Capes) no Centro de Investigaciones y Estudios de Género (CIEG) da Universidad Nacional Autónoma de México (UNAM), mestra em Direito com ênfase em Políticas Públicas (Uni-Rio), bacharela em Relações Internacionais (Unilasalle-RJ) e pós-graduada em Administração Estratégica (Estácio). Pesquisadora do The Latin American Interdisciplinary Gender Network (LAIGN) de Yale University; Grupo de Relações Internacionais e Sul Global (GRISUL-UNIRIO); Laboratório de Ensino e Pesquisa em Relações Internacionais LabRI (UERJ) e da Plataforma de Pesquisa Latitude Sul (UNIRIO/IESP-UERJ). Foi pesquisadora visitante na Pós-graduação em Ciência Política da Universidade Federal de Pelotas - RS. Na tese, pesquisa sobre o tema de REDES DE ATIVISMO TRANSNACIONAL (transnational advocacy networks) nos casos de violência contra a mulher (Brasil e México), já tendo apresentado parte da pesquisa em Congressos Internacionais de Ciência Política, ocorridos no Uruguai e no México.
