Uruguayan participation in the United Nations Security Council (UNSC) remains little explored. Having participated in only two biennia, observing the action in the main international organization serves as empirical material to contribute to the literature on Uruguayan foreign policy and small countries. We analyze its action in the face of the Cypriot crisis during the biennium (1965–1966). In addition to a brief analysis of sessions and voting, we developed a case study based on the speeches of the Uruguayan representatives in the sessions in which the Cypriot crisis was discussed. We discovered that Uruguay follows the expected behavior for a small country on a topic that is far from its scope and interest. As a result, limited by international factors, Uruguay adheres to its traditional foreign policy with little influence from other domestic factors. However, by drawing parallels with its history, it adopts a relatively critical stance on the actions of the powers and the efficiency of the international organization. The results reinforce the need for other empirical analyses of Uruguay's actions during their membership in the UNSC.
