From literature review and official resolutions are presented the speeches and conditions that produced this categorization historically. Then it is argued that all product has both characteristics, demonstrating that such opposition is only circumstantial and it is not based on the relationship of the population with their cultural assets. Thus, the article contributes to a reflection on the heritage studies and the approaches produced by different disciplines, including Information Science.Downloads
