Um modelo abrangente de formação da identidade cívica e condições pedagógicas para sua implementação

Resumo

O objetivo deste estudo foi examinar a implementação do modelo “Kyrgyz Zharany” em instituições de ensino superior da República Quirguiz, levando em consideração as condições pedagógicas, os métodos e os resultados da formação da identidade cívica. Metodologicamente, a pesquisa baseou-se em uma combinação de análise conceitual de teorias da educação cívica, análise documental de quatro atos estatais, análise comparativo-pedagógica de práticas educacionais e avaliação indicativa dos resultados esperados. O estudo reconstruiu a lógica integral do funcionamento do modelo, que se baseia em oito componentes inter-relacionados e reflete a transição de orientações normativas-valorativas para resultados educacionais específicos. A análise demonstrou que as disposições conceituais são implementadas por meio da renovação das disciplinas pedagógicas e socio-humanitárias, onde temas como cultura jurídica, diálogo interétnico, simbolismo estatal e história da formação do Estado tornaram-se componentes obrigatórios da formação acadêmica. No decorrer da análise das práticas educacionais, identificou-se a disseminação de formatos didáticos inovadores, incluindo palestras baseadas em discussões, problematização do conteúdo, exercícios de simulação e modelagem de processos cívicos, que contribuíram para o desenvolvimento do pensamento crítico, da capacidade de argumentar e da participação no diálogo público. A comparação de diferentes abordagens permitiu especificar as condições pedagógicas para a eficácia, que incluem a integração da teoria e da prática, o alinhamento das atividades curriculares e extracurriculares, o apoio ao diálogo intercultural e o desenvolvimento de formatos baseados em voluntariado e projetos. A sistematização dos resultados obtidos permitiu a identificação de indicadores de avaliação – níveis de alfabetização jurídica, participação em iniciativas cívicas, tolerância e responsabilidade social – que servem de base para o monitoramento do progresso e o aprimoramento das estratégias educacionais e de formação. A importância prática da pesquisa reside em fornecer às universidades e aos formuladores de políticas uma estrutura baseada em evidências para a implementação, indicadores de avaliação e um conjunto de soluções didáticas adequadas para serem ampliadas em sistemas educacionais multiculturais.
