BETWEEN INVISIBILITY AND RESISTANCE
A SCOPING REVIEW OF THE NATIONAL POLICY FOR COMPREHENSIVE HEALTH OF THE BLACK POPULATION

Objective: To map in the literature how the National Policy for Comprehensive Health of the Black Population (PNSIPN) is presented in Brazil. Method: A scoping review was conducted between November 2022 and December 2025, using the Population, Concept, and Context strategy (Black People; Comprehensive Health; Public Policies in Brazil). The guiding question was defined as "How is the comprehensive health policy for the Black population presented, studied, and analyzed in Brazil?". The search was conducted in the PubMed, Scopus, Web of Science (WOS), Scientific Electronic Library Online (SciELO), Latin American and Caribbean Literature in Health Sciences (LILACS), Virtual Health Library (VHL) databases and Google Scholar. Inclusion criteria: original articles, books, and book chapters published in Portuguese, English, and Spanish that addressed public policies and the comprehensive health of the Black population in Brazil. Exclusion criteria: review studies, editorials, monographs, dissertations, and theses, as well as articles that did not answer the main research question. Screening and selection of studies were performed independently by peers using the Rayyan platform, followed by application of eligibility criteria. The process of identifying, excluding, eligibility, and inclusion of studies was described according to the recommendations of the PRISMA Extension for Scoping Reviews (PRISMA-ScR). After defining the final sample, the data extracted from the included studies were organized into a standardized instrument and subjected to descriptive analysis, with a narrative synthesis of the findings and grouping by thematic similarity. Results: Of the 703 studies found from the data search, 23 were included in the review. Most studies were documentary, followed by qualitative studies. Thematic synthesis resulted in three categories: implementation of the PNSIPN; evaluation of the PNSIPN; perceptions and observations about PNSIPN. Conclusion: The PNSIPN has low dissemination in the health and scientific fields, requiring greater investment and state support, expansion of training and strengthening of ethnic-racial education, as well as the creation of sectors responsible for its implementation, monitoring and evaluation.
