Abstract

The COVID-19 pandemic exposed weaknesses in public health response readiness, as well as in the structure of health systems and services. Yet its effects go beyond those that fall strictly within the category of a public health crisis. It is much more than this, as it affects societies and economies at their core, as stated in the report ‘A UN framework for the immediate socio-economic response to COVID-19’. This essay focuses primarily on the psychosocial costs of the pandemic in the societies that make up the European Union, as well as its impact on the new strategy outlined in the Regulation (EU) 2021/522 (‘EU-4Health Programme’). This paper is based on the argument that addressing the public health crisis is not merely a matter of science, but also requires a re-examination of the public sphere of politics and law.
