Abstract

This work seeks to reflect on the dissonance of the reality of the health care network for young people in situation of drug addiction and social Vulnerability in Brazil in the face of the legal principles of Integral health care. In bringing to the debate elements such as legislation and research results, it is evident the lack of a network that understands and confluence to have the young man as protagonist, as
subject at the center of the debate and the processes of this network. We also acknowledge the need to understand health beyond the disease, starting from the dialogical perceptual of assuming the idea of health promotion as intrinsic for the comprehension of the right to health and then articulates it with the proposal of Integral care. Conceiving the completeness of these subjects ' living conditions and access to public policies as fundamental elements in the health conditions of this and other social groups is essential. This text defends the unified health system, its principles of integrality, equity and universality
and also that health is and must be a public right guaranteed by the State. We affirm that it is decisive to admit the disputes that intend attention and care in health and public policies and that this context is present and brings strong effects in the daily life of health care networks. We conclude that the study on social demands and an appropriation of achievements should be approximated to the realities of the lives of the subjects and their daily life, as actions of state and public policies, in the search for health care networks promoting citizenship.
