THE CDM IN BRAZIL AND THE PROMOTION OF THE DEVELOPMENT SUATAINABLE: AN EMPIRICAL STUDY

Abstract

The climate change, caused by emission of greenhouse gases from human activities is the most profound threats in the 21st century. To fight against the problem, was adopted in the 1992 the United Nations Framework Convention on Climate Change. With the third Conference of the Parties of the Convention, held in Kyoto in 1997, was created an international agreement about the GHG emission reductions to the industrialized countries. The Kyoto Protocol also created the Clean Development Mechanism (CDM), the only mechanism that allows the developing countries to participate of the carbon market, while is promoting the sustainable development in these countries. However, the determinate of the contribution of CDM to sustainable development is not always possible because doesn’t have an international standard to evaluate the projects in this criteria. Thus, this paper aim described the contribution of CDM to sustainable development in Brazil. To answer this aim, an exploratory and descriptive study was carried through using a quantitative approach in the collection and treatment of the data, with qualitative contributions in the analysis, using as evaluation tool the methodology Development Dividend Framework (DDF), developed for the International Institute for the Sustainable Development. The study demonstrated the contribution of CDM to the sustainable development in Brazil. Based on the results, the research could verify that, although the environmental benefits, the CDM project activities have been approved in Brazil are not present significant contribution to sustainable development. They are presenting reduced value with the application of DDF matrix. With this, a governmental participation is recommended to use of DDF matrix for analysis of the project and from aiming at the increase of the result of the CDM to the sustainable development in Brazil.
