The objective of this paper is to discuss the role of the State and of the public policies in the generation of business competition with the establishment of a model of development which favors the formation of inter-organizational networks of industrial cluster type among the small and medium sized companies. In this sense, the main forms of interaction and the involvement among the business segment , under the practical perspective of the network principles, involving associations, partnerships, and mutual help are shown etc. From this point, the role of the state is explored as well as its participation in the sense of giving the due support for the business support and the formation of networks, showing that the state should encourage the formation of an economic structure which explores the systemic aspects of the organizations and in particular, facilitate the creation of formal and or informal research networks. In a second moment, it is outlined a model to characterize the policies and actions for the formulation and implementation of the regional development, showing which one would be the most adequate line to follow, in the present organizational context and of business management. In the conclusions, notes are indicated for the realization of new studies and researches which involve the themes analyzed in this work.Downloads
