Abstract

In this article, we will report on the evolution of funding for public Higher Education in Portugal, showing the decrease in the State participation in public higher education institutions (HEIs) budget that have to resort to external sources (students and the market), highlighting the development of policy cost sharing in the country. We used official information available on the role of the State, students and the HEIs in this funding and on the number of scholarship holders, the value of the scholarship, indirect public expenditure on students and student loans, for the period 2007-2022.

Doutor e Mestre em Ciências da Educação; Licenciado em Economia; Licenciado em Ciências Sociais e Políticas; Professor Associado aposentado do Instituto de Educação da Universidade de Lisboa e membro da Unidade de Investigação e Desenvolvimento em Educação e Formação daquele Instituto. Tem investigado nas áreas da economia e do financiamento da educação e participado ou coordenado projetos sobre os custos do ensino superior em Portugal, Angola e Guiné-Bissau. É membro do Conselho de revistas científicas como Inter-Ação, UFG; REVEDUC, UFSCar; Ver a Educação, UFPA; Educar em Questão, UFRN; Científica, Universidade de Dili; Imagens da Educação, UEM; e FORGES; membro de grupos brasileiros de pesquisa em educação (UFPA; UFRGS; UFRJ; IFPA).
