Portuguese Higher Education Financing: Evolution of student support and student loans

In this article, we will report on the evolution of funding for public Higher Education in Portugal, showing the decrease in the State participation in public higher education institutions (HEIs) budget that have to resort to external sources (students and the market), highlighting the development of policy cost sharing in the country. We used official information available on the role of the State, students and the HEIs in this funding and on the number of scholarship holders, the value of the scholarship, indirect public expenditure on students and student loans, for the period 2007-2022.
