CHALLENGES TO INTEGRAL PROTECTION IN THE FACE OF THE VEILED DISSEMINATION OF HATE CONTENT ON SOCIAL MEDIA

The growing presence of adolescents on social media exposes them to various risks, including the covert dissemination of hate speech. This phenomenon occurs through sophisticated strategies, such as emotional manipulation and the use of multimodal elements, which make it difficult for moderation algorithms to identify and remove such content. In this context, this study investigates how the principle of integral protection can be applied to combat the hidden spread of hate speech on social media, considering the dynamic strategies used to evade algorithmic moderation. The general objective is to analyze the covert propagation of these discourses and assess the legal mechanisms capable of strengthening the protection of adolescents in the digital environment. Specifically, the study aims to investigate the strategies used to disseminate hateful content and examine gaps and potential improvements in Brazilian legislation. To achieve this, the research adopts an interdisciplinary approach, combining studies from the fields of Law, Psychology, and Sociology, in addition to a normative analysis of the Brazilian legal framework, based on the Statute of the Child and Adolescent, the Civil Rights Framework for the Internet, and the General Data Protection Law. The results highlight the need to strengthen digital regulation and enhance platform accountability in content moderation, as well as to invest in digital education to empower adolescents to handle these threats. Thus, it is concluded that integral protection requires a joint effort between the State, society, and the private sector to ensure a safe digital environment for adolescents
