National Conferences of the Environment and Sustainable Development: participation and effectiveness

The article looks at the National Conference on the environment (CNMA), carried out in 2003, 2005, 2008 and 2013, from the set of resolutions adopted and other documents produced by the Ministry of Environment. The outbreaks were the analysis of the effectiveness – production of material resulting from legislative agendas, i. e. amounts of laws, decrees and others devises produced by the conferences – ant the format of the participation. In dialogue with his Participatory institutions bibliography (IPs) was the profile of the participants/organisers/marshals as well as the observed changes in each issue and prioritized themes. It is concluded that the national conferences of the environment are a method of effective public policy dialogue between society and State, when taken into consideration the actors and legal devices produced. The complexity of environmental and sustainable development theme emerges in the diversity of themes and propositions.Downloads
