Abstract

These notes present the research results developed in a context of the scientific initiation connected to the Democracy and Development Research Team (GPDD/ at Unioeste). It was searched to examine the role of the municipal politics in the area of health and education which are considered as having priority in the promotion of citizenship and the life quality of the population. This way, it was achieved a survey of the existing social programs in the city of Toledo, western Paraná and also as some interviews were done with the people who make use of such programs. From the assumption, that the population approval, the politic participation and the confidence on the politic institutions are important factors in the evaluation of the accomplishment of a government management. The results of the research state that despite a meaningful number of programs and projects linked to the secretaries of health and education, the most of people demonstrate disinformation on the existence and on the running of these programs. This data reveals the difficulty of evaluating social programs and the challenge of making a more participative model in the process of formulation, implementation and evaluation of the public politics.
