Abstract

The purpose of this paper is to observe the impact of electoral competition in the ideas of parties and its reflection in the social policies of governments. Performs approaches to the programmatic changes on the Workers' Party (Brazil) and the Socialist Party (Chile), in terms of ideas inside the party and government programs in the elections held between 1989 and 2006. It also analyzes the social policies of the governments of Lula and Lagos/Bachelet through social spending and innovations in health, education and income security. The inclusion in the electoral dispute has restricted the goals of the parties. Their programs are relevant, but the innovation has been limited by the characteristics of welfare system. Finally, it promotes a dialogue with the paper of Sant'Anna and Silva (published in the latest edition).
