AVAILING OF THE CAPACITY OF INTERNATIONAL ORGANIZATIONS TO ADVANCE AZERBAIJAN’S FOREIGN POLICY PRIORITIES

Abstract

Active participation in international organizations allows states to advocate for their interests, contribute to global agendas, and build constructive relationships with other countries. Azerbaijan cooperates with international organizations to cultivate functional relations, diversify its partnerships, open up to new platforms, take crucial initiatives, coordinate global policies, embrace universal values and norms, facilitate collaboration in areas such as transportation and energy, and address specific challenges. This article argues that Azerbaijan, despite being a small state, achieves foreign policy priorities by 1) setting agenda and taking initiatives within international organizations; 2) engaging in new memberships with existing international organizations; 3) participating in the establishment of new international organizations; and 4) reaping the benefits of partnership schemes that require no membership.
