Abstract

This article analyzes decentralization in the discourse of Multilateral Development Banks, which is presented in Latin America as a necessary step towards development – especially corcerning better public policies and democratization. However, the observation of empirical cases of decentralization and the analysis of other development bank’s discourse suggest that the ideia of decentralization as synonymous of development is overestimated.
