Abstract

South America was surprised by the COVID-19 pandemic at difficult times, characterized by an economic crisis, polarization, and political divergences.
Regional governance is weakened, there are no leaderships or consensus. The paper aims to analyze the responses to pandemic crisis by the
governments of the region. It focuses on identifying them by differentiating between responses collectively framed in regional strategies, and
unilateral, with a predominance of the last ones. The main argument is that the reaction to the crisis may have had a regional rather than a unilateral
undertone. However, the previously weakened regional governance affected the agenda, without being able to provide coordinated responses to the
pandemic crisis, the region was left in a state of unprecedented vulnerability. The article begins by contextualizing the crisis of regional governance,
subsequently, it contrasts and identifying the responses to the pandemic given by the regional institutions. To do that, a content analysis is made using
as sources Mercosur´s and Pacific Alliance´s official documents; the analysis evidenced the deficit of the regional governance in South America to
manage the pandemic crisis and the unilateral conjunctural responses to the crisis.

Author Biographies

Miriam Gomes Saraiva, Universidade do Estado de Rio de Janeiro

Possui graduação em História pela Pontifícia Universidade Católica do Rio de Janeiro (1981), mestrado em Relações Internacionais pela Pontifícia Universidade Católica do Rio de Janeiro (1990) e doutorado em Ciência Política pela Universidad Complutense de Madrid (1995). É Professora Titular e Procientista da Universidade do Estado do Rio de Janeiro do Departamento de Relações Internacionais e do quadro permanente do Programa de Pós-Graduação em Relações Internacionais. Coordena o Laboratório de Estudos sobre Regionalismo e Política Externa. É bolsista de Produtividade em Pesquisa do Conselho Nacional de Desenvolvimento Científico e Tecnológico (CNPq) e é líder do Gr. Pesq Integração na América do Sul e o papel do Brasil. Foi Visiting Fellow no Instituto Universitário Europeu (Florença/Itália) entre 2002 e 2003 e Fellow da Cátedra Rio Branco, University of Oxford em 2013 e pesquisa visitante na Universidade de Lisboa em 2019. É chair da Seção Europa-América Latina da Latin American Studies Association (2020-2021). Desenvolve seu trabalho na área de Relações Internacionais, com ênfase nos seguintes temas de política externa e integração regional: politica externa brasileira, Mercosul e relações Brasil-Argentina, integração sul-americana. 

Lorena Granja, Programa de Pós-graduação em Relações Internacionais, Universidade do Estado de Rio de Janeiro.

Doutora em Ciência Política pelo Instituto de Estudos Sociais e Políticos da Universidade do Estado de Rio de Janeiro (2016). Possui mestrado em Ciência Política pela mesma instituição, IESP-UERJ (2011). Graduada na Licenciatura em Ciência Política da Faculdade de Ciências Sociais da Universidade da República (Uruguai, 2008), também possui graduação em Relações Internacionais pela Faculdade de Direito da mesma instituição, 2008. Tem experiência em pesquisa na área de Ciência Política e Relações Internacionais com ênfase em Integração Regional e Política Comparada e Externa, principalmente estuda ao Mercosul. Atualmente, desempenha suas atividades acadêmicas no Programa de Pós-Graduação em Relações Internacionais da Universidade do Estado de Rio de Janeiro com uma bolsa de pós-doutorado da FAPERJ.
