POLICY FOR THE HEALTH INDUSTRIAL COMPLEX: WAY FOR EVERYONE’S ACCESS?

Abstract

The paper present Brazil’s current policy for Health Industrial Complex, as a building strategy. It studies government planning from 2008 to 2011 (PPA) and related laws. Some points to future research and others to efficacy’s analysis are listed. This policy is based on Gadelhas´s view (GADELHA, 2003) about Health Industrial Complex, that associate economic development and health care services. The measure of Brazilian commercial dependence of products to health services market justifies it, because there is a threat to the prime objective of Health National Policy: everyone’s access. This approach review Developmentalism, Structuralism and include the new issues about technologies were introduced to neoschumpeterian economists. It innovates when considerer the industry on the basis of a public policy as strategic. At last, the building around the express concept of Health Industrial Complex is an advance. It attacks an import problem of assistance. However, it brings back risks and dilemmas of industrial policy.
