Abstract

Introduction: The obligation to purchase at least 30.0% of the transfer from the National Education Development Fund (FNDE) in foodstuffs from family farming for the National School Meal Program (PNAE), represented a good strategy to encourage better eating habits at school and improved income for small farmers. Objective: To analyze the relationship between the number of active Declarations of Aptitude (DAP) for the National Program for Strengthening Family Agriculture (PRONAF) and marketing for the PNAE in municipalities in Goiás. Method: This is a descriptive cross-sectional study with analysis of secondary data available on the Brazilian Open Data Portal and the Accountability Management System (SiGPC). Data were collected from March to October 2021 and refer to the year 2019. Descriptive statistical analyzes were performed. Results: The results demonstrated that 74.1% of cities in Goiás purchased from family farming and, of these, 54.3% purchased at least 30% of foodstuffs directly from family farming for the PNAE. As for the number of active DAP in the state, a total of 31,044 was obtained, of which 99.7% (n=30,941) were farmers (individuals). The distribution of individual DAP was relatively homogeneous (above 80%) among the mesoregions of the state, being higher in the East. Conclusion: Although most municipalities in Goiás purchased school meals through family farming in 2019, through individual DAFs, the minimum percentage required in this commercialization process by Law no 11,947/2009 was met by 54.3% of these municipalities. Continuing education actions with all social actors involved in the execution of the PNAE and greater integration with family farmers, promoting technical training strategies in intersectoral partnerships, are recommended. Complementary research should be encouraged by regional universities.
